An All-Purpose Head, aircraft hollow steel shaft, chisel end and celtex grip make up this unit. It was developed by the New York City Fire Departments research and development division for going up fire escapes and aerials to open scuttles on the roof. The chisel end is used as a prying tool for scuttle hatches and roof doors.
